If a creature locations far more entrances than the maximum authorized, the oldest burrow and exit will get replaced. A creature can't put a burrow entrance inside its individual burrow or inside somebody else's burrow. There's a three second cooldown between coming into and exiting burrows, not such as coming into soon after its initial placement.
